Consistency could be missed out if a structure is not defimed in a decentralized system. In every decentralized system there should be a structure within which identified / experienced member will make the final decision for the group.
I think option4 is also important. If people at the branches are afraid or incompetent to take decisions the speed of correct descision making may not improove.
