WELL DEPENDS ON ,,,, IF COMPANY HAS PATIENCE AND WANT TO INVEST TIME & MONEY ON TRAINING THEN OBVIOUS CHOICE WILL BE TO TRAIN THEM,, OTHERWISE HIRE SOME NEW EXPERIENCED STUFF AND MAKE A GROUP TO MOVE ON.
Firstly removals is Bad . What most manager dont understand is looking inwards by assessing the talent functionality of your teams some may be at the wrong place is by looking inwards through effective assessment and put the right peg in the right hole and give them one or two trainings for each members to maximize the needs of the organisations.creating a better leverage for better opportunity.change your strategy.
As a team leader we are getting paid to train our team , Every one once start his career as a fresher . What’s wrong in it ??
First of all we have to train them if we are not able to do the same we have to leave.
Because , we pointing entire team (Ratio may be1/10). To me it doesn’t make any sense .
I will train my team to the extent that this is doaable. It depends on the team members being trainable to achive the target goals and the avialabllity of time and fainancial resources.
My first attempt would be to train and develop the team as replacing team is an expensive and time consuming affair.
A true leader will never change the team he will love and accept the challenge to Motivate,Coach and Train a team which is non performing because of Attitude,More work he will be doing on giving them cognitive training which will Motivate them and change their Attitude and Will drive to Success and Experience will come to them when they will start performing.
First and foremost, I would maximize the resources that I currently have. Meaning, I will do my best to train, coach, counsel and motivate them. They might not given the right direction, coaching and good motivations. I have to bring out the best in them. On the other hand, if the resources permits me and there is still need , i will also have to hire one or two somewhat seasoned or experienced people so I will have a good mix of people.
Stick to what your title says about you... LEAD the team...Direct the team...help the team...we all started with no experience...and if our managers didn't spend time teaching and guiding us, we would never reached anywhere....a good team leader is the key player of a team and should always push his/her team forward by any means possible

The priority should be the training of of the team as it would be a more result oriented, cost effective & professional decision. Yes, bad team players should be replaced accordingly.
You may look at adding few new members but priority should be to buildon the existing team as that would not only develop confidence in your team mates but will also ensure completion of project with high motivation.
Practically, you can NOT hire a NEW team .. It seems you are talking about employment, firing and hiring and this is NOT exactly how teams are managed !!
You may hire/enegage new team members to enrich and increase the capability/capacity in your team, You may train your team members in areas where they fall short of the required skill level. But above and beyond all of this, you need a systematic way to pinpoint what is wrong in your team before deciding what is needed to fix the situation
