How to arrive at a competency? What are the six factors you should have to becoem more competent?

Dear .,.. dear .. I really do NOT fancy these pre-coined terms about such number of things within something else. 

1. Why would it be6 factors ?? not more or less ??  
2. Couldn't someone (you or me or someone else) come up with another model with5 , or3  or7 or even12 factors ??  
3. These are theories/postulates and everyone in the field may come up with his/her own theory about it!!

Another consideration is the "context" and "boudaries" of the question !!

1. Is competency the same for all people ?
2. in all positions ?
3. in all roles ?
4. in all organizations ?
5. in all cultures ?

I personally reject this idea ... and do not think it is a good one 

Instead, I would like to take each case on its own within its specifics and come up with a "pinpointed answer" for that case in its own specifics.  

Few years ago, I had a similar discussion/debate about the number of perspectives in a balanced scorecard.  

1. All those who learned the subject recently according to Norton and Kaplan insisted on the4 perspectives as if it is something in the holy book 
2. My view was (and still is) that I may deviate from the model placed by Nortan and Kaplan and come up with a3,4,5,6,7 or8 or even12 perspectives in the balanced scorecard ... depending on the situation and the context and what is to be achieved !!

So, it is the same logic ,, and on my side .. it is the same approach that applies !!

1. What competency are we talking about ?
2. In what vicinity/role ??
3. To achieve what ??

and then I may come up with my answer that may have6 factors or more or less !!
