1) Steel Structure has more ductility behaviour along with low damping ratio which reduce the effect of failure for buildings.2) steel structure building has less gravity weight comparing with other structure like concrete structure which is has more weight, which reduce the seismic effect on building.
which in turn the earthquake's effect reduce by reduce of building weight.3) using plastic design as well as taking into consideration frame action like portal frame or special bracing.4) we can go throw composite structure.
let say if we have high rise building we can do the core from RC concrete.
there is alot technique depend on many parameters, like location, soil, seismic zone, type and purpose of building.

As a matter of fact, not only steel structures can not prevent earthquakes, but also other types of structures can not do the same as well.
So, the question is not correct and it's better to say that; steel structures can reduce the damage of earthquake to inhabitants and equipment.
Now, if the question is about the way of reducing damages, it can be said that steel structures which have been designed according to valuable international codes, are able to dissipate the seismic force by a concept under the name of ductility.
It means that, the large force of earthquake will be changed to some deformations in the connections while the whole structures continues to be at service properly without large damages and prevent any harm to the people living there.

Steel structure can be preferred choice of earthquakes due to inherent ductile properties and via Braced frame design coupled with diaphragms inserted for in place shear transfer.

Resisting against earthquake is not dependent on the type of material but it is relevant to the structural system which dissipates earthquake load by dampers or elements that increase the amount of ductility.

when you design a building you can add the bracing system in specific place with a special design and the building will be reisistant to the earthquakes
