We measure for many reasons, mainly because measuring help management in their role to control. They support decision making by providing proof and evidence to validate subjective judgments.
This is evident also in performance management when you deal with people and want to make sure of your system fairness and objectivity. in that concern, Measurement also are important to create performance standards and KPI that will help people know the organization acceptable performance standards ahead, and work to achieve them.
In practice, one will not be able to measure something if he does not fully understand it. When you understand it and can measure it you can manage it and you can improve it.
Benchmarking is basically depending on measuring (How will you be able to compare yourself with industry KIPs if you don't measure your own?)
