If employee want to give resign & advising other to apply for a job, There is no any policy or law to stop any employee for resignation. Company may send him back to home without any notice period soon & put him short time ban for same country or may not provide him any release to go any other organisation.
If the other emploees are satisfied thay would not take the advice. But yes there are people who feel depressed at work. The cause could be even be personal . It is the job of the hr executive to find out.
He could be an old emploee and could be a good resource.
if he want to resign no problem the company will give him one month notice, after that he can transfere to another company

In case if the person who receives link is interested also to change job the manager has to make interior investigation and understand why employees are not satisfied by their working place.
The worst thing can happened to company with bad management - the best but not appreciated staff could go to competitors.
You really cannot stop others from being influenced by the person who is leaving. But, what you can do not to get others impacted by this person who resigned is, motivate the team members by acknowledging their value to the company, show them the career path and guidance for growth in their careers, providing challenging opportunities etc.. Many times money is not the only constraint that makes people leave the job, there are other factors such as working environment, lack of career growth, etc.. As leaders, if we can create a good working environment people feel motivated and continue to work irrespective of the hot job market..
