Please how can a person makes black and white picture to become colored?

Actually you can only color it by photoshop or other editing software, then print it.

It really depends on what type of coloring you intend to use and the overall concept you are looking for.
In case you are intending to keep it realistically colored, having a colored picture from the same scenes or to the same people involved would help a lot.
The most common two methods used would be having the picture printed on a canvas as a base figure and then asking an an artist, a painter in this case, to color it for you.
The other method would be scanning the picture and altering it using photoshop.
PS: Experience is required for the second method.

Using selection tool, Hue & saturation  

Play it with gradient map and blending mode of the layer in photoshop

or

Just like a photo manipulation start to cut every subject in the image by duplicating the layer of the image and in every layer apply a gradient map and clip it in every layer you want to color to become the black and white images becomes colored

if u know use photoshop u can colored the black & white images if u not let the pro did it for u

If I assume it photographic black & white or vintage photographic picture you can make it color but it depend upon your skills in Photoshop you have to setting up lots of colors tone & color adjustment with various setting have to keep focus & attention to detail if you really would like final product more realistic.
select each section of picture you wish to colorized with lasso tool make sure your selection pixel perfect so select in larger zoom use some color technics like hue/saturation, color balance, curve etc.
with various tone like mid tone, shadow, highlight until you don't get desire result.
Its tiring & need lot of focus & attention to detail so good luck with finishing up.

it`s more than one way can be followed by using adobe photoshop:-

1- by using magnetic lasso tool to determin areas to be colored precisely then use color balance (ctrl+B) or hue (ctrl+ U) to color it.

2- use the brush tool to coloring the area u want to color it, change the mode in layers square from normal to colore mode.
