Purchasing office job description - is to source the items  and procure the items from the supplier to the  buying organisation .Role of purchasing would involve :

1. Identification of Need

2. Defining the Specification of the product / service you would be buying

3. Working out on RFQ/RFP/ Tendering

4. Evaluation of  offers from Supplier

5. Raising Purchase Orders

6. Follow up on Order Acknowledgement and ASN - Advance shipment notifications

7. Follow up with warehouse for reciept of materials

8. Follow up on presentation of Suppliers Invoice for payment actions

9. Performance management of supplier s

10. Engaging into contracts for high value procurement and post contract management of contract are also to be covered in the procurement role .

11. Dispute and reconcillation with supplier for materials and payment

Logistics officer  role is covering - any sort of movement of materials - which could cover as a support function for Procurement . The role of logistics would be defined by the following :

1. In- Bound Logistics  ( bring input materials from Source to the buying organisation )

2. Out - Bound Logistics (  carrying the finished goods from Organisation to its various customers )

3. Reverse - Logistics   ( which would involve reverse movement of materials from and to suppliers and customers to the organisation )

Looking into the above clarifications , it does not seem to be justified2 different role by1 person , unless the scale of operation , and the complexity of job and operation of procurement assigned to the individual is lean

Trust the above clarifies

Purchasing officer make P.O and purchase all thing for company  as there require,as per company rules. Logistic officer  collect report from warehouse receving & release material and make report of stock materials and  submit  purchasing, accounting and procurement department.

In the small orginazation the Purchasing officer can handle both jobs but in the big orginazation is imposible. In the Big orginization has lots of resposibilites work loads so i cant say that one officer can handle both jobs.

Purchasing and Logistics are two different responsibilities and Duty of Purchasing Officer is to handling the purchase and Bidding and the duty of Logistics Officer is to handling the transportation of raw material and finished good one place to another place,
