Q) Is Nuclear Atomic Power is a project for any country?

for e.g Head of state told to any scientist that you have indefinite time and money for this project. But we all know, reference to PMBOK4, chapter1 page '5' What is Project? Temp endeavor, undertaken to create unique product, service or result. Definite beginning or end.

I see no problem in the situation that you described 

 

Setting up a nuclear power plant (like any other traditional power plant run by heavy fuel, diesel, gas, or solid fuel) is a project that has its budget, target completion date, defined result (product) ... etc 

 

When the power plant is commissioned and to be put in production, the project is over and it is moved from the hands of the project team to the hands of operations who will run, maintain and use the plant tp produce electric power  ..

 

Where is the question/problem that you have in this situation ?

Dear Mr. Syed & Thiab

Nuclear Atomic Power is a classic example of Program where from outer side it looks just one deliverable Atom Bomb but it has multiple related projects attached to it, we can compare it to NASA shuttle Program where we have shuttle as a deliverable but it is not a project

It might be an exploratory for the development of technology and their is no time limit and finance, so it is not a project but it mmight be an expenced engineering. However development of technology on the basis of available data, it might be a project.
