Why in the middle east, do titles and ethnical background seem to be more important than personal skills and achievements?

This leads to many experiences of racism towards employees and favoritism between expats of the same nation.

Because we quite simply neglected the role of the individual and to Hrawlina appearances and left Vgrguena essence in words and deeds left

First, Because the middle east suffer those days of ignorance and cruality And because of that poeple Don't Have their laws as normal citizens to practice their skills as normal as anyone in other countries.Seconde,there are some poeple have that ethnical background just because they thought that religion make them to believe that way.

Because its a multicultural region and one tends to feel comfortable with people of the same origin.

islamic is the middle east religion

and islam encourage and focus on good ethnical

and also if the employee have many skills and achievements but he don't have good manners he will not be good for working

basically it is not a must it depend on the person point of view 

it's because of the coroporate culture of a company , if you can't fit in the company culturally speaking , your skills will not help you nor the company to succeed

First,it is so important to have an ethnical background because it is important nowadays.Second , some people do not beleave in skills & achievements because is not easy to to have skiils.
