Management is a combination of both, science and behavior. When it comes to processes and procedures, it is a science, but when it comes to human beings, it becomes an art. The more experienced a manager, the better he/she will be a handler of human psychology and emotions. Human Behavior is about feelings and emotions. Hence to my experience, you can switch on and off hundreds of machines with single command, but you can not lead a team of five people without understanding their personalities. Art of communication is why the single most important pillar of the management.

Management is universal civilization achievement, applicable in any dimension of socio- economic environment... Management definately is a science that becomes operational through behavior while proceeding it...

Sorry, but management is a combination of discipline, patience, and teaching. Without the combination of all three, how can you become an affective manger or a leader?
It's both , " Science", as well as " Behavior", too, for me , 80 %, is " Behavior".
Management is open domain inclusive of everything which involve science, arts, commerce, economics and human behaviour .
To my understanding it is Business project; which is ongoing process by business.
It is more towards Business process, so "Business"...
