valueble question , During the construction phase of the project you can use the curve: cost-time
in which you can have general idea about the budget and the cash flow through all the stages of the project from start , intermediate and to the end of the project

You can use the S-curve, comparing the Target S-curve and Actual S-curve reveals the progress of the project over time.
i rather use Earned Value, in my opinion has more possibilities and it's better to forecast.
