Simply put, competence is the set of knowledge skills and abilities to perform your job role/responsibility. The ability of exercising your competence adequately is competency.
Competency is the basic skill set required to perform one's job adequately. It could range from technical knowledge to computers and communication skills. Hiring is based on competency level of applicants.
Competencies of any job varies with its nature, eg. for a carpenter competency would be adept in using his tools and choosing the wood and in other scenario for a computer programmer it would be to have sufficient knowledge of different programming languages and their use.
