By understanding your exact needs and follow strictly a strategy to employ candidates that meet your search criteria .donot deviate or settle for available,if you can't find candidates that meet your strick needs wait and continue looking ,it takes time,be patient.
you might have to invest more to get the best candidates as salary expectations might be higher than your have already targeted,it is always worth the extra cost.
List down what you expect that person to achieve in the job role. Define job role in detail.

There is no such thing as best staff. You can select the best fish but if you ask it to run, it will fail miserably.
What an organization may do is select a person with sufficient knowledge of the advertised position, see that he has enough motivation and spark in him, and then once he is on the job, train and develop him in a way where he himself starts working proactively and benefiting the company. Employee training and development is the key here. Moreoover, in order to groom an employee, it is essential that initially the employee be given sufficient work load (while making sure not to over work him), and then groom him through periodic encouragement and trainings.
It is good to choose a person with middle level knowledge and who can have good co-ordination and good communication. Anyone can grow up product knowledge by giving proper training, but we can't change the base attitude of that candidate. By viewing his profile no of employer shows how he fit for. A candidate should have atleast minimum3 year’s stand with a employer.
