i believe skill and experience are gained with time.so a high experienced employee is highly skilled and vise versa.
in your question you asked if unskilled employee with high experience,i believe that can't hold true.
high experience should produce high skill and vise versa.
Skill develops with experience and more learning and is more productive.
Agreed with Mr. Amer Jayyousi's point of view. No. of years of experienec is of no use unless the person is not having any skills to perform job.
skilled employee is always preferable regardless of number of years’ experience as he will be more skilled over the years

If we are thinking from management side, then unskilled employ with high experience is better.
Skilled employee with less experience
It depends on the situation of the organizational demand. If we need senior level staff, we emphasis on experience. When we need fresher, we emphasis on education. However, I do not agree with you such kind of categories because I supposed supply of potential candidate is available. For that reasons, we will select expereiced and skilled people.
