The VAT Tax Return exists in several different countries (e.g. Argentina, Thailand, Germany) and its rules change from country to country. In general, it is only valid if you have a tourist visa and has made large purchases on a single receipt. You can normally claim it at the airport as you flying back home. You should check the local requirements whenever travelling.

Is sales tax (VAT) even refundable for persons in such case? I never heard of this to be honest.
In business transactions the paid Purchase VAT is deducted from charged Sales VAT to result in tax difference payable to Tax Agency within your own country, but within the EU even that is nullified when dealing with another EU country. But this does not apply to private purchases which always bear non-refundable VAT I believe.

Yes I have done so in the UK and Singapore. It works easily. Allow some time in the airport to register and collect the refund.
Of course. Whenever, I visit abroad and spend some substantial amount, I make it a point to save the receipt and claim refund of VAT as per rules. This is pure business and why should we leave what we are not obliged to give. There may be better opportunities to spend such money. Anyway this varies from p2p.
