What are main problems face good implementation of ISO 9001:2008 in Egypt.?

in Egypt we haven't good implementation of QMS or any Management System , why .?!

I am working to a90% Egyptian Company based here in the UAE (it means majority of my collegues are Egyptian) as the Quality Management Representaive, we have our ISO implmented but very sad to say: that90% of employees aren't dedicated enough TO DO THE HARD WORK - it means, they feel QMS is a waste of time and 'too much headache'. Perhaps language barrier is mostly the reason, our QMS are all in English and being them very poor in English, they felt 'IT IS USELESS TO learn the procedure'. There is another sad reason i have noticed: Even though we have all our forms with Arabic translations, they felt that documenting almost all your actions is very hard - in short, they are too lazy to do the work properly. Sad but this is my unfortunate experience.
