Instead of reducing the working hours from 8 to 6 hours during Ramadan, why don't they make the working public do their jobs at night?

Special prayers-Taraveeh-are offered in night in Ramadan so working in night is out of question. Work hours reduction does not affect as lunch prayer breaks are no nore.
