We measure the training events  with some set of criteria and or procedure ,

this for making a proper and an effective evaluation.

- Evaluation is procedures used to assign if the trainees meets the presents criteria (such as expected qualifications from the training goals)

- Measurement is set of procedures to provide training evaluation results into standard scale (e.g: the effectiveness of training event result in precentage scale)
