You can hire both type of people a sboth have certain advantages. In pharma/Vet field..... Representatives having personal contacts with the decision makers (i.e., doctors, pharmacists or vet docs., member of purchasing comittee) has its own advantage while it also applies to the experienced person (as he has an in-depth market/territorial knowledge and knows exactly the sales process) So it all depends upon the company /hiring manager's needs to coose the best fit for them.
Now days every one give first prefrence to their personal contacts after that they prefer experience candidates, according to me hiring manager should recruit experience and talented profiles not there personal contacts.

iin my opinion experience always scores over personal contacts as an experienced person even when exposed to anew environment can adapt and use his skills which he gained over years of hard work and toiling,and in today's competitive world no contacts are as reliable as a good profitable deal.
