Yes.

When two employees apply to the same job, and they are both having the same work experience and same skills but one of them also has a PMP certificate, the PMP certified will get better opportunity over the other one.

You will be get good opportunity having PMP, PMI, etc.  but experience is the major factor .Certification is only theoretical knowledge if you work you will get good experience and knowledge very good opportunities

What I know about PMP, you can't take it without experience, minimum you want3+ years experience.

No. Certifications will just add additional weightage to resume but they don't get you job on their own.. To manage projects, person need to have real experience and company's always look for people with experience who also has PMP certification as an optional requirement...

Yes, once u hv developed your skill with basic parameters & terms used in PMP software as well as project management execution. It is one day u hv to start with your skill and simultenously grabing the management considerations in the project execution. It  is just like you learn four vehicl driving. But as real practice one day u hv to drive and further experince the way to ride.
