It depends on organization type or company size, complexilities of projects, some company train and use them as PM and some hire from outside.
There is no as such best way to get hired in Middle East exists, what matters most is your efforts and luck
There is no general rule!
If the company is already having some IT employee that is able to be assigned as a PM for some of its new projects without affecting its other projects, it will just do assign him the job. If that employee was lucky and having good experience to drive the new project, he will be automatically assigned other projects in the future as well.
Otherwise the company will hire from outside.
To get hired in Middle East, you have to apply as much as you can through as many recruiting agencies that are serving the Middle East.

I think that there is no general rule.
But I agree with Mr Raafat Salam.
If the organization is projectized they will get PM internally.
If the organization is functional they will hire from out side.
NORMALY THEY DO NOT HAVE EXPERTS IN IT ,,OTHER THEN COMPUTERS RELATED BUSINESS,,, THEY WORK WITH THEIR OLD STUFF...........

It depends on the available resources with the company.
I do not have any idea how to get hired in middle east.
It is according to the organization structure:1- If it is functional organization, it must get him/her from outside.2- If it is projectized organization, it can get him/her internally
