Local language is the most preferred mode of communication enabling high level of satisfaction among the local communicators. However, I personally do not consider this as a barrier for an individuals' efficiency as there are several means to overcome this in the said field,
While differentiating Communication and language, the former is a Macro subject and the latter is considered only being a part of it. There are various general means, methods and formula of communication, almost every person in this field are aware of. Most appropriate methods are used accordingly. Intriguing, language need not be a barrier for being an effective BD/Sales/Marketing Manager. The question is HOW?

Communication is the key to success. YES language is a big barrier in sales & marketing and other departments as well.
For example in the Middle East, Arabic wouldn't be a barrier for Sales & Business Development function, since there are many MNCs who have successfully marketed their brands in the region, and have deployed experienced SMs / BDMs who have easily operated in their universe.
Arabic is needed only in terms of operating local A&M campaigns; however, this function is usually outsourced or designed using in-house expertise.
The best language in the world is the client's language. A potential client will be obviously more comfortable with someone who speaks the same language. So yes it is an obstacle but definitely not a barrier for an efficient salesman who will be able to find a common ground to build a rapport even with a language issue.
