When the company achieve a certain goal you achieved effectiveness or efficiency or both?

Simple if we work efficient and effective mannner the company can achieve goal ..

The situation depends upon on company's policy whether they want achieving thier goal ith only resources they have or use efficent labour todo work on that limited resources to achieve company goal

The answer would depend on weather or not the tools to achieve this goal were optimally utilized. If the goal was reached with the resources not being utilized to its optimal potential then it would just be effective. But if the resources were used to their best potential then both effectiveness and efficiency would be achieved.
