for what it is. The goal, then, for a construction claim
prevention program is to:
Improve communication
Increase integrity
Satisfy greed
it depends upon type of contracts , LUM SUM EPC, REMEASURED BOQ , BOOT ,there are honest and quality contractor who do this officially for client , and the other part which u are thinking is an internal value engineering design as a LUM SUM which might be a cost saving for a contractor but i dont belive in value engineering without a quality and operation life expectancy calculation , so we define it in rather way of nagative and positive variations. A best value engineering should be done before tender or contract .a plant or a building or an infrastructure can be design in many ways for e.g berlin airport the kind of civil design is best example of value engineering changes in international standards and local authority specification can be categorise in value engineering but it should be supported by what i mentioned above. once tendered and contract award it becoms negative variations .so if a value engineer is in those roles and at those authentic position the role is very wide and a department or a setion is needed.in todays world the rush and appointment of non technical commercial expert as project managers who make technical affairs as management affair such concept hardly work its just time and money hope i answered or lectured on your question sorry for such a paragraphic reply ;))
