How hiring managers make hiring decisions?

Many of job seekers including me find themselves struggling to understand one big question: What does it take to actually get a job offer? Interviews come and go but no job offers. What gives?

Mostly Decision of Hiring is taken by Departments in need of resource.
Whenever there is any need of resource the department raise the requirement to Hiring Manager.
Hiring Manager takes the approval for hiring from the concern authority and do the hiring.
In some companies mostly in Manufacturing units at shop floor level where maintaining target number of resources is very important.
Hiring Manager time to time do the Manpower analysis and himself try to find the requirement and fulfill it.

The decision making process in this regard differs from manager to manager, some make paired comparisons whaile others award points to applicant on their traits and then compare the totals, and so on...
