Yes somewhat truw, but do not get stress. Employer wants to know why he or she is long term unemployment. If anyone gives the answer clearly, employer understood reasons is valid. So it's not a problem.

Its answer would not only be True or False, but it needs an explanation whether at what ratio this might be right.

Being an HR Professional (recruiter), I know whom to offer specified position and to whom not. In general, people who are unemployed and have high pay demand, would not get easy chance to get hired rather than an employed person with nominal pay demand would be selected soon.

SImilarly if a person unemployed and ready to join immediately with the salary being offered by the company has more chances to get on board.
