No it is not required. IT is beyond Microsoft also. Knowledge of MS Servers will be plus. It all depends which technology will be used.

According to my expertise in this domain I think that IT manager should have knowledge enough in windows server in order to guide his team and train them to fix such technical problems in windos server. Most of companies all over the world have windows server or they work on such like this software, so if it goes on me I recommend that an IT Manager should be an expert in Windows Server in order to be a successful IT Manager..
