Is it PM's responsibility to do knowledge transfer to his/her team?

PM doesn't necessarily the one who has to do knowledge transfer. It depends on what knowledge should be transferred and from whom. PM should facilitate the knowledge transfer process (resources from whom knowledge transfer to be done, time allocation in the project, etc) ..

Yes it is. As a project manager he has first hand knwoledge of the objectivs to be achieved by completing the project. He alos know the best procedures and practices to be followed to succesfully run and complete the project. In order to succesfuly complete all project related tasks, he must share his ideas and knowledge with his team members to let them achieve the objectives in an efficient and effective manner
