If a person is experienced in a field,we can consider him/her as a best solution for a vaccant position because he/she already known how to deal the work, but why we'll not consider the fresher one might be as a best possibility to work in a environment to which he/she keen to work and have a will power towards the work. at least we can call for the fresher one to know his/her quality, we 'll just check the resume that he/she is a fresher and just reject the application. Is should not be happen..
Yes and No. It depends.
Some experienced person do their work well, with or without close supervision, and, some just play around cause they think they are very good at interpersonal skills that they can always get away with not doing their job.
This is common in this region, or some parts of Asia unfortunately, by experience. I have seen, been with and met section heads who seem to be all too professional not to commit such work crimes, only to find out eventually that first impressions are a danger to the workspace.

In general, that is the trend because in todays cut throat competitive world the companies cant afford to lose time and resources on training a new person when they can hire an experienced one who can hit the ground running and start churning out positive results at the soonest. At least, that's the prevalent notion.But having said that, a lot of innovative and open minded companies/professionals are willing to give non-experienced people a chance given that they can show their relevant skills and prove their acumen. There's always a possibilty that an inexeperinced person might perfom better than an experienced one within a matter of time. The companies which realize this, are open to the inexeprienced lot. You can identify them as you go through the job requirements listed with the job posting.
In my opinion, Yes, if I am looking for success in short time. Experts will help me to continue the business, but the fresh graduate may take me long time to train him/her to understand core business and achieve job's expected skills and knowledge of the that position or job.
