I think

Essential contribution to risk management for practitioners of public relations lies in maintaining the reputation of the institution and not to shoot the promises and deadlines that cannot fulfill them ....They interface institution in terms of behavior, appearance etcThey must know all or most of what was going on the institution and the date of its establishment and all activity etc

Practitioners in Public relations may be considered as Risk Management professionals from a broader perspective, such as these practitioners being familiar with the regulations and the regulatory authorities and also familiarity with the requirements. In this way, they may contribute their expertise to general audience in terms of their awareness of certain terms that are also commonly used in Risk Management (such as common regulatory compliance risks, mitigation, risk action plan etc.)

Outside of this perspective, it would not be appropriate to consider Public Relations profssionals as Risk Managers.

Risk Managers are individuals with specialized expertise on the management and treatment of risks related to a business or an entity.

  1.  Public relations practioners should analyze the business environment, scan and monitor what is being said, written and done by public, media, interest groups, government and other opinion leaders, and outsiders to assess from the business environment point of view those elements that are important, and may impact on the company or its divisions.
  2. They should also check how far-reaching an issue may impact the product sector, the company, or the industry, and assess what is at stake ; Profit? Reputation? Freedom of action?, and what is the probability of occurrence?, and how immediate is the issue to handle?
  3.  They should also analyze the most important issues that may be impacting the company in some detail, and determine their probable impact on the company or its divisions as precisely as possible, and establish issue support teams if appropriate, and identify and rank stakeholders.
  4. They should also create a strategic response, and define the content of the issue, and identify the target groups, and what are the company’s strategic options?, and what resources are needed?, and what specific actions that should be taken? By whom? When? With whom?, and develop issue management communication plan and consider timing.
  5. They should also implement the required policies and programs that are approved by management, and communicate the response effectively with each target group in a credible form, and advocate the company’s position to prevent negative impacts and encourage actions with beneficial effects.
  6. They should also assess results, and evaluate the success of policies and programs to determine future strategies, and capture lessons from failures and successes.
