Well, their is no easy way and no guarantee, but if you want to relocate to UAE I believe you need to follow a strategy and ask God it works:
1- Prepare: strong CV match your expertise, update your account on all the gulf recruitment websites and agencies and approach local offices that hire overseas as they arrange for regular career fairs.
Personally, I believe the last one is the more effective for this case.
2- Short visit to UAE: it is helpful and very effective to arrange for visit visa for3 months (alone for convenience and cost) to search a job, most employers prefer candidates already inside the country on visit visa and this is for easy visa transfer and to be able to have face-to-face interview.
in general, anyone who wants to work in HR in UAE needs to have relevant experience, academic knowledge and professional certificates.
There is high competition in this function and government strategy to Emiratise this function.
Also, the knowledge of various UAE labor law is essential (except HRIS consultants).
so, as new to the market, I believe you might compete in HRIS consultancy as you don't have gulf experience and it is lower in competition but not sure how far you fit (the decision is yours).

I would definitely agree with Samar.
There is no easy way since finding the right job takes time and effort.
You may be faced with a delay in finding the right job but always stay persistent.
If I may add to her answer, I would also recommend some groundwork before coming to the UAE.
Prepare a wish list of employers that you would like to work for in the UAE, take a look at their career opportunities and make an effort to reach out to them before coming here.
Also since online recruitment is the current trend, like Samar suggested, register your CV on online portals and include relevant keywords in your CV.
It is important that you make your CV stand out.
This can be done by highlighting your achievements, using a customized cover letter, etc.
When you prepare a cover letter, mention your planned trip to the UAE and if possible, include dates as well.
You can also change your residence location to the UAE before you arrive, which will help your CV appear in relevant employers searches when they are looking to hire/interview locally-available candidates.

Finding a job anywhere in the world is not easy, UAE is the same.
Your field in HR - UAE Nationals are considered first in all Government offices.
Keep apply and who knows one you may get it.
