In the past I have used "Magic Help Desk" (http://www.themartincompany.com/index-9.htm).
This software allows you to perform adminstration & management from one location for multiple departments.
It also has advanced metrics for customer ticket tracking, account & ticket deligation, and customer feedback.
The web portal gives your customers direct access to your ticketing system, should a problem arise...this inturn allows direct billable hours.
