Dear brother 

Depending on the "specific" nature, type and complexity of the Projects and the Organization a priortization mechanism can be designed or agreed among stakholders; PRIORTIZATION is at three levels always and all must talk to each other (Business, Technical, and Project);

BUT the BUSINESS VALUE or FUNDING or PAYING party for the PROJECTS (SPONSORS view must have the #1 priority). An example a project to lauch a new product expected to bring lot of money against an in-house need of a new store room construction??? you tell me. But few suggestions are: 

  1. Business Urgency and Risk ranking (revenue, image, commitments, customer etc.... impact on the company)
  2. Financial demands on resources in/out (high returns expected, easy payback, low cashflow needs etc...)
  3. Technical side of Project Product (i.e. easy to deliver, easy to handle, in-house experenice and  delivery, etc...)
  4. Project less complex

As a PMO all the project you manage is the Same periorty . So you must think first to increase your resourses  or putting resources plan to push all your project.

Prioritization is key over here. Depending on the priority score you establish, you can win your stakeholder and resource management support, and can use same resources in multiple projects depending on the project priority.

What strategies do you use to prioritize multiple projects that require the same resources?

1)    Sort projects by due date or importance to the client if due date is the same.

2)    Materials needed

3)    Availability and Lead time of Material

 

This answer is based on that each project has the same funding. It is easier if you have different due dates and can order the material from the same vendor to arrive just in time, however if all projects need to be done at the same time and all material is not available at the same time I would use different vendors and transportation to get all material to their destination in time. The only drawback is, materials ordered from different vendors can vary in pricing and quality (depending where it is made). Best is to get it from the same vendor for best pricing and same origin of goods.

I beleive such situation should not be real on the project field because projects phase never will be intersected/crossed such as1st project in intiationphase &2nd one in execution phase. In this situation resources can be more easily to be utilized with minimum conflicts.

 

In case projecs will be conflicted during the same phases & I can't provide the same fund/resources to other projects then I have to get the SK/sponsor/top mangement's support/approval to which project should get the1st priority to utilize the resources.
