I look at the specifications first.
If I see that they meet my expectations, I then proceed to cost effectivity and lastly, the level of user-friendliness.

First of all, identify your budget.
Next would be the usage.
Is it for high-end use or just for checking emails and social networking sites? Accordingly, choose the brand that is proven to last long.
Do the research on the cost effective specifications.
Then decide whether you need the laptop for mobility or desktop if it would be use for high-end graphics such as for hard-core gaming or video/photo editor.
Lastly, don't forget the warranty.
Good luck! :)

For buying a computer one must see the processor speed and hard disk capacity and one has to check whether this system is up-gradable with hardware or software in future.
For buying laptop you must choose branded company laptop and must have service centre in your city.
Since laptop should not be repaired by the local computer mechanics

These are but a few items to consider before buying that next Laptop, Notebook, Desktop or Tablet

1.  Usability - What are you going to be using it for will then determine whether you will buy a low, mid or high range system

2.  Price - Which then leads into the cost of the unit depending on what elaborate features you want on the unit

3.  OS - Are you going to use Windows, Mac OS, Unix or something else

4.  Size - You may want a larger unit for the screen size or if you are travelling a lot you may want a lighter unit

5.  Peripherals - What items are you going to be using it with - Scanners, Printers, DVD Drives

6.  Brand - Some brands offer better warranties and a ton of other software

7.  Hard Drive Size - Again, this will be determine by what you are going to use it for

8.  RAM - The more professional tasks you are going to do will then dertermine how much RAM you will need - the answer to this is always MORE

9.  Processor - Should you be using your system for more than basic use, I would advise ensuring you get the best processor you can afford

10.  Warranty - Finally, the warranty should cover you regardless of where you are going to be working

Hope this has been useful
