I don't think there will be choice for project managers to choose projects. A project manager should be able to manage any type of project, whether it is highly visible (high interest from stakeholders), or lower.. Every project is done with a purpose, so as long as I am assigned on any approved project, I have no problem to accept ...
Solving a critical process issu is always done with the focus on customer service and client benefit. there cannot be one choice as i understand a process or a system is build keeping both the party needs in mind. if either of one is neglected it will result in failed customer service and loss in profit margin for the client.
Any project that will assign to me, i have no problem with it.

In reference to your question, you mentioned that the choice is mine as project manager, i will choose the second project (Solving a critical Process Issue) specially if this project output reflects on customer satisfaction; by delivering this project we may enhance our customer satisfaction, service and hit two birds with one stone.
If the previous scenario is not applicable (the output of the second project has nothing to do with customers) i will go with the first option, enhancing our customer services and satisfaction.
Solving the critical process issue will ultimately result in enhancement of customer service,hence my choice will be the later one.
For me, solve a critical process issue, if you already know and solve the problems... you will have a good quality customer service. You will know how to solve problems that will make the Client satisfied to all their needs and can lead them to be back again.

It is not the choice but the level of criticality of issue for the organization and PMO needs to perform the criitcality anaysis between the projects and takes up the one that is more more critical , first.
Work as a team and solve both together, if a choice has to be made then the office dynamics need to be looked at.
Providing a solution is the best choice, such project will be more happily greeted by customers, and of course greater chances of success.
