It is uneconomic to overdesign a structure in order to resist an extreme load (from earthquakes, tornados etc) which are very unlikely to take place during its lifetime. Performance based design is basically working with the project team to strike the best balance between project cost and ultimate resistance of the structure, while considering the client's performance requirements.
