Depends on the project. A project manager who had handled many projects can easily estimate the time required if the project requirements are fairly the same as his/her previous projects. On the other hand if the project requirements are new and unclear it might take more time to estimate.

Estimation depends on the type of project you are doing. If something that is already been established and you are adding new features, estimation can be done based on the experience of developing similar features. Well defined business use case will accelerate the process.

But if the project use cases are fairly new and ambiguous, then estimating the time to develop the requirement is all about guessing game. From your past experience you can estimate how much time it will take to develop the requirements and give a rough estimate. It is better to interview the stakeholders to hash out the use cases and requirements in case of ambiguity.
