Thinking about an internal campaign in an organisation, perhaps about public safety. What objectives might you set for your communications?

Public safety is a vital issue for any organisation. People working in the organisation must feel safe. Hence a public safety campaign must reach all emploees. If I take the example of fire safety what to do in case of emergency should be proactively informed to all emploees. Also there should be fire drills and mock alarms to check whether the campaign was100% success.100% success rate is essential as we do not want any one to get hurt.
