just support them, and show them that you are very honest with them.
Start a hidden competition among them and ignore those who are not efficient.
Also forward approvals for their increments etc to higher management and show them that you are making efforts for them but its all their own bad luck that is not approving.
if you have something else in your mind so must share.

Before you motivate them you can train the staff  on how to manage their time and tasks, and how to do more with what they already have!

1.
Give them some slack to open their minds to you.2.
Always be a good listener than to speaker.3.
Lure them by means of anything, that company can bestow.4.
Pick up someone (FOR DECOY) to envy them.5.
And to make them do those things which can bring out the best in them.6.
These things are enough to grasp, enormous amount of ways of motivation.

First of all the respect should be the major thing between the team members.
As a team leader, I should be close to my team to understand their needs.
Then there is a system for rewards which I implementing it and a great idea to motivate the team according to their performance.
who products more will get the reward.
As a result, all staff will work hard to get this reward.
And at of the end of the month, the best employee will get this reward (either Money or a Gift).
And at the end this should appreciated by the staff to have a good performance and listen to their manager or leader.

Productivity is divided unto two points:1-Management &2-Operations.
In the management all peoples concerned should know the exact role to work on.
In the operation all peoples concerned should be aware about the action that should be done and give management about the time requested for the job to be done properly and professionally before taking the action.
What means that for every action a specific field study is requested from the concerned and involved persons before taking action (study or offer).
Our role is to guide each team to finalize the job within a limited time and a professional way.

only be honest then you are not needy to anyone
