i think that enforcing PM standards is the most important , then after being enforced PMO will look for improvement
First of all improve PM processes to be in line with the enviroment of the organization.
I do beleive that the (PMO) helps , perfects , upgrades & corrects too the (PM) processes
and give (him/ here) the references to work & to get the targets
The PMO enforces the standards ..gives the PM a guidline to work by and therefore does improve or helps the PM to do a better job (improve the PM processes)
