As a Safety officer, must be certified in  first aid&CPR. how do you manage a worker who does not want to put on PPE equipment after several warnings

HSE as an act can't be enforced, since no supervision or inspection can cover all employees work time, thus I agree with you that Quality Management Systems should be considered, furthermore one should take care of other considerations e.g. personal perception, mutual trust with top management and change management considerations.

For instant change to self-attitude and perception to HSE is a crucial factor to enforce HSE, noticing that when staff believes that HES is self-responsibility then it's easy to enforce and guide HSE requirements.
