Is it better to have a university degree for a career in emergency management?

It is a very rapidly growing industry and have a lots of jobs worldwide.
Emergency Management is totally different from other management specialties and it needs specialist degree in management and skills too in management of other branches you either gain or loose your area of business but in emergency management field you'll loose many lives and may be crew of you strong members.
So it is better to have a university Degree with experienced skills last but not least you'll learn many things while doing practically.
