My bro Hossam, I do not thinkso, rulescan be applied only  inphysics, mathematics, and other applied sciences, but in the administrationthere is no particular rule because you are dealing with many variables , you have environment has ups and downs ,  individuals who have different  behaviors , decisions are controlled  by external factors such as markets, government regulations...etc.

Not always Mr. Hossam. If policy changes are made towards the betterment of the organization on a long run, and if the same is effectively communicated to all stakeholders, the policies being implemented/changed will always be welcome, even at the cost of a little discomfort to the said stakeholders.
