Is there any problem locating driving motor for fuel conveying system at bottom instead of top when the chain conveyors are securely guarded?

first we check the fuel may there is low level of fuel so therefore that is creating problem if not than we chek the fuel pump and also belt convayer and we also check the fuel filters also may that clogged.
