In my view Civil engineering is the real engineering.. So, I vote to Civil engineering always..
A civil engineer studies basic electrical, mechanical engineering subjects. He can assess electro-mechanical requirments of building projects (Housing/commercial/hospital). For the projects like Thermal power stations, Power Stations, the civil engineer has to seek opion of electrical engineers and other engineering branches even in civil engineering works. In mega industrial projects all branches have to work together.
Therefore, a civil engineer is elevated to the head of projects in building projects. And also some industrial / mega projects.

The Construction of High rise buildings, underground utilities, Modern Bridges and Highways, Railway tracks, Irrigation structures, Dams etc has a considerable contribution in the enhancement of buissiness all ower the work and so contributed a lot the emergence of modern world and facilties to the human beings. it has major contribution to the development of countries. So Civil Engineering is the mother of Social life.

I think, both are equally important which significantly depends on nature of project i.e. An industrial project will give more important to Electrical Engineer whether a Residential building will prefer Civil Engineer importance.
n my opinion, engineering electricity (in its broadest sense) is more important for the huge growth it undergoes each day. an engineer in civil engineering can never get to understand all the tricks of electronics and electrical engineering
Civil engineer look in macro project aspects while other engineers look in micro aspects,this is why civil engineer is a more fit for project managements
