I think option c is applicable.
Option B is my choice -. The information gathered from stskeholders both inside and outside the organization is imperative and critical to the PM team in developing the project scope statement. Options A, C, and D focuses more on information requirements- from stakeholders more directly related to the project. such as the sponsor(s) and project team. Option B on the other hand would include information from stakeholders directly and indirectly related to the proect such as persons or groups opposing the project, regulations agencies etc. - All stakeholders.
