No difference between the two and both term can be interchanged. The intend of these is to identify the underlying hazard / safety concerns that can come across during the course of execution.

Small brief about The difference is:(JSA): Job Safety Analysis , we do it for any employee before to inform him about what's his actual job to prevent him from any risk situation during his work(JHA): Job Hazard Analysis, we do it for each process in work environment to prevent an employees from any hazard work. & to reduce occupational disease.
