It depends on the urgency of the position to be filled. I would prefer to choose the fresh graduate unless there is an urgency of a skill for the project.

If I must choose the experienced person over the fresh grad, then I would further analyze the reasons for his/her frequent jumps, and if I could foresee a certain stability of this person only then I would choose him/her (how best our offer matches this person's interest, career path)..

The answer to this question is criticality of the job the candidate is being considered. If the job vacancy is to be urgently closed then there is no option but to higher the experienced candidate though a frequent jumper. Niche technologies always have shortage of manpower. Employees working on niche technologies are often seen as jumping from company to company due to higher offers - benefits.

An experienced candidate is aware of the job whereas a fresher does not have technical experience.

A fresher can be trained as per training policy however time is important factor here. It is best if the fresher has sound knowledge of the technology in terms of concepts and can be trained on-the-job by mentoring him.

If the technology required to perform the job is not niche and where the vacancy needs to be filled immediately, then an alternative benefits plan can be worked like giving annual bonus after successful completion of1 year from date of joining to ensure that the candidate stays for sufficient time.

Note: If the background verification gives negative feedback then it is better to avoid that candidate.

It depends on why the experienced one was jumping from one job to another. But in most cases I will prefer to have the fresh graduate, I can give him the experience but he will not leave me so easily.

The question to be asked to the experienced candidate is why does he/she jump from company to another. If the answer is money wise then he is not the right person for the company. He /she will directly leave the company if he/she received a dollar more.

While if the experienced candidate is changing work due to certain circumstances like company cutting wages or no progress after a certain time then he is the right candidate.

Third possibility is that experienced candidate is fake and is being fired from different companies due his bad temper or low activlity or productivity.

As for the fresh graduate, since he/she is still with no experience, if he is provided with the necessary support and motivation he/she will progress after a few time at work and become a part of the team.

The Selection has two components to think of, that is E and Q - Experience and Qualifications, Some experienced people do not have qualifications similarly qualified people has no experience at times. Finding a person with both these qualities is an asset to any organization.

The urgency of filling the vacancy is important but there should not be king pins in any appointment. King Pins create more problems.

In an ideal situation, leadership succession is a vital element that has to be developed in any organization, so the urgency of recruitment does not arise and the King Pin situations are not created.

While considering many components like this, I prefer to recruit the Fresher for the job, it will ensure that he learns the job in fast and will retain in the company for a reasonable time to gain his experience.

If my budgets allow and the company policies allow, I would like to recruit the Experienced person while offering him a good or a better benefit package to ensure that his regular movements  from company to company is controlled to a certain level and retained in the organizations. But has to be careful so that he will not climb to a demanding position after some time.

All in all, the fresher will be a better selection in the long run.
