A fear to a large extend is not all advisable.  And the fear if required is to be respectful and voluntary at the option of the employee.

Fear is a friend if it makes you be careful, but a foe when it keeps you from doing what you should do at work. Fear affects you personality, it prevents you from being creative, taking intiatives, accept challenges and even taking decisions. I believe it is more a foe than a friend.
